Student body demands more time for filing suggestions for National Education Policy



Students Islamic Organisation or SIO, a student body, has asked the Ministry of Human Resource Development to extend the deadline for filing the suggestions for the National Education Policy. The draft of the policy was prepared by Dr K Kasturirangan Commission and the government has invited the suggestions from the public and civil society participants. The last date to submit the suggestions is July 1. The organization has also asked the Union Government to translate the draft and release in other non-Hindi states so that citizens from the other states can also get equal opportunity to participate in the process. "Given that the document is almost 500 pages long and the time given to the public to review, prepare and submit their feedback and suggestions is less than a month, it is not right of the Union Government to serve the notice to the public at such short notice," Labeed Shafi, National President, SIO said. "The importance and implication of NEP 2019 for the nation as a whole is tremendous and it will be creating lasting impact. Hence the government is required to give public appropriate time to peruse and prepare their response," Mr Shafi added. Noting the importance of the document, Mr. Shafi further said that the government must release the draft in other languages and give Indian citizens in other states an equal opportunity to participate in the process.

On Friday, the Delhi High Court directed Delhi University and UGC to allow the students to apply for the undergraduate courses under the eligibility criteria defined by the university for the academic year 2018-19 and also, extended the deadline from June 14 to June 22 for the students to give them time to apply for the undergraduate courses at DU. With these two directions, the Delhi High Court quashes the recent amendments made by the Delhi University in its admission criteria for the academic year 2019-20. The amendment in the admission criteria has affected the UG courses including B.Com (Hons) and BA (Hons) Economics. The court, in its 17-page order, said “these directions will not preclude DU from making changes to the eligibility criteria in the forthcoming year to its UG courses as required.” But the bench also made it clear that the amendments need to be made according to the law which requires a minimum of six months of public notice at large. The admissions for the DU had commenced on May 30 and according to the official schedule they were to end on June 14. The petitioners have said that the recent amendments by the DU have caught the students unaware. Earlier, the court had said that the amendments could have been announced much earlier. "There is no dispute that you have to be in tune with the times. Nothing prevents you from improving education standards. No one is saying your decision (amendment) is not right, but your timing may not be right," it said.

The exams were held in May and the exams were conducted by the Board of Secondary Education and the Board of Intermediate Education, respectively. DU’s admission norms for the various undergraduate courses could have been changed sooner, observed Delhi High Court on Friday as it was hearing the plea against the university as the university changed the norms a day before the commencement of the registrations. "There is no dispute that you have to be in tune with the times. Nothing prevents you from improving education standards. No one is saying your decision (amendment) is not right, but your timing may not be right," a bench of Justices Anu Malhotra and Talwant Singh said. The bench was hearing the plea against the university as it amended the eligibility criteria for the several UG courses including B.Com (Hons) and BA (Hons) Economics. During the long arguments, the court said that the criteria were meant for the students who appeared in the board exams of 2018-19 and DU amended the norm only a day prior to the commencement of the registrations. "Can you (DU) change it a day before? You could have given three months prior notice to students," the bench said and reserved its verdict in the matter. In its defense, the university said that the eligibility criteria for the courses change every year and the Bulletin of Information (BIS) was valid for one particular academic year and was not a statutory rule and hence no need to give any prior notice before making changes to the BIS, the university said. University’s lawyer told the court that no student would be deprived of the admission because of the new norms and if they do they can approach the grievance committee or the court.
