10% cap on the fee hike for the private schools recommended by Child Right’s body



An official with the NCPCR said that the body has recommended a yearly cap of 10% fee hike for the unaided, private schools. Priyank Kanungo, a member of the National Commission for Protection of Child Rights, said that the body has come up with a framework of recommendations after they received reports that children are being harassed by the school authorities for the fee hike and some have even considered committing suicide over the fee hike issue. "We have made the recommendations to the HRD Ministry and has proposed the setting up of a district fee regulatory authority in states to monitor school fee increases," he said. Mr. Kanungo said that they have received numerous complaints of the mental and emotional harassment of the children at schools by the authorities over fee-related disputes between the parents and school administrations. Following the complaints, the body has come up with a fee regulatory framework for the private schools. The private schools makeup 23 percent of total schools in the nation and cater to the educational needs of 36 percent of the total population of children who are in schools. According to the draft regulations, if a school violates the norms of the framework then respective state government can bar the school from taking new admissions for the new session or can impose a fine equivalent to 10percent of the total revenue generated by the school in the previous year.

Ministry of Human Resource and Development (MHRD) has sent a reminder to Delhi University and central universities about the tripartite Memorandum of Understanding (MoU) approved by the Executive Council. The MoU pertains to release of the funds by the government to the central universities and in return universities will have to state their way of fund generation such as fee hike and loan, which they wish to take from the Higher Education Funding Agency (HEFA). The MHRD letter said, “The MoUs prepared earlier were returned to the central universities concerned, with a request to re-send the same after the ECʼs approval. Since signing of MoU is linked to release of funds, it is requested that the MoU, duly approved by the EC, may be furnished within a week. In case there is any problem in convening the meeting, the same may be done through circulation.” The letter in this regard was sent to DU on June 1 and DU still has to send the MoU and the HRD and they haven’t hold the EC meeting yet. Teachers are also concerned as they believe that the funds of the universities will be affected. They are also not in the favor of MoU as they believe that in long term this will lead to fee hike. “This MoU is very problematic as it is a clear step towards privatization. When we have been getting funds for such a long time, why is the MHRD talking about loans? This is a very dangerous move,” said Rajesh Jha, DU EC member.

The online application process for the Kishore Vaigyanik Protsahan Yojana (KVPY) 2018 is now open and students studying in class 11 to 1st year of any undergraduate Program in Basic Sciences namely B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S. in Mathematics, Physics, Chemistry and Biology can apply for the scholarship. The fellowship is funded by the Department of Science and Technology, Government of India. The candidates for the fellowship are selected on the basis of their scores in aptitude test and an interview. On the basis of the aptitude test, a merit list is prepared and candidates are then called for the interview. The candidates are screened by the committee set up at IISc. Candidates who are selected for the fellowship are provided scholarship until their PhD. The last date to apply for the fellowship is August 31, 2018 and the admit cards for the aptitude test will be released in the second week of the October. The test will be held on November 4, 2018. Documents required to register for the fellowship Following documents are required by the candidates who wish to register for the upcoming aptitude test the link for which is available on the official website of the KVPY. IIT KGP found its place in the ‘Golden Age University’ Rankings



Times Higher Education Golden Age University Rankings have been released and IIT-KGP has been given 76th place in the list among the top 100 universities. The authority also released the list for the top 50 in the Emerging University Rankings. The ranking shed the light on the best universities which has been established for more than 50 years but less than 80 years. All the universities in the Times Education’s ‘Golden Age’ ranking list were established between 1945 to 1967. The universities were measured on the following parameters: TeachingResearchCitationsInternational outlookindustry income University of California, San Diego, tops the list. For this year’s rankings, institutions from 44 different countries were chosen for the consideration this year and raking derived its name from what is referred to as ‘golden age’ for the global higher education marked by rapid university expansion and increasing investment in research. In the list for the top 50 Emerging Universities, IIT-KGP was placed 45th on the list. This list includes more than 350 universities from 42 different countries. The list was topped by the Peking University from China. The ranking is in its fifth year and has parted with the BRICS acronym and now uses a wider scope to recognize the strength and potential of diverse economies.

IIT Mandi has established an incubator which helps the rural women from Kamand valley to set up their services and become entrepreneurs. The incubator is called 'Enabling Women of Kamand' (EWOK). The incubator is a partner with four panchayats of Kamand, Kataula, Katindhi and Navlaya in Mandi district. The first batch was the batch of seven women which were certified in basic computer literacy, Spoken English and Personality Development in May 2018 and convocation program was held on June 28,2018 at the EWOK office, IIT Mandi. EWOk offers the following two certifications: Basic Computer Literacy which covers: MS OfficeIntroduction to the Internet (online ticket booking, banking, enrolling to open universities and looking up Aadhar card details etc.) Spoken English and Personality Development covers: Improving English conversation skillsDeveloping personality Speaking about the importance of this initiative and the commitment of IIT Mandi to development of the local community, Dr. Priscilla Gonsalves, Chief Advisor, EWOK, said, "Arriving at Kamand Valley for the first time in 2010, the director and I found a traditional, Himachal community. We realized that the growth of a new IIT in the valley would have a major impact on the lives of locals." Further, Dr. Priscilla Gonsalves said, "EWOK strives to ease the transition for local women by providing guidance, training and information. It has also helped bridge the gap between the largely urban, technologically oriented IIT community and the local agricultural community. Both sides have benefitted from the link. In future, we hope to have closer ties as we work together to build a new Kamand." Two women who graduated landed a paid internship and one has applied for the license to take up contractual work. Ms. Nirmla Devi, a 30-year-old resident of Baglidhar village, said, "I learnt how to use Computers to send messages and stay in touch. I also feel more comfortable in understanding English and have started speaking a few words myself which helps me in communicating with visitors here."

From nursery to class 8, Delhi schools will have a special 45 period for the children named as Happiness period. This is a new initiative on the government’s part to start the happiness curriculum in schools run by the state. The entire curriculum for this will be based on activity-based learning and no formal exams will be conducted for this. However, periodic assessments will be there for the children to measure their happiness index. The curriculum includes meditation, value education, and mental exercises, and was designed by a team of 40 teachers from government schools, educators and volunteers in a period of six months. Each class will begin with a meditation and for the classes such as nursery and LKG the period will be conducted twice every week. "The curriculum will include components that will instill self-awareness and care, reduce stress and anxiety, help manage depression, build ability to focus on education & work and encourage creative critical thinking. Such a holistic approach in education will result in building healthy minds of our children that will enable them to lead a happy life," said the Delhi Government Budget 2018-2019. The new curriculum will involve 10 lakh students and 50,000 teachers from the state-run schools. According to Delhi Chief Minister Arvind Kejriwal, there is need to introduce changes in the current education system which has been unable to produce good human beings and happiness curriculum is the first step towards that. Delhi Deputy Chief Minister Manish Sisodia said, "It is our belief that the modern day problems like terrorism, corruption and pollution can be solved through schools and a human-centric education". He further said that the curriculum will enhance the personality of the student and will influence the direction in which we are headed as a society.
